Early Voting and Info on Prop 4 (Texas Water Fund)

BLUF: In short, throughout the years, water and the cost to produce it has been looked at with minimal concern. Though the cost to produce and maintain water systems have skyrocketed. Proposition 4 helps alleviate constraints for water systems by helping allocate funding to those who need it most. Take a look at the provided information and links to make a decision. Then use Early Voting.

Recent legislature appropriated $1.75 billion in one-time, new funding to TWDB, and passed H.J.R 7, which is now Proposition (Prop) 4 on the November ballot. If passed, Prop 4 would dedicate up to $1 billion of existing, surplus state sales and use tax revenue to the Texas Water Fund each year for the next 20 years. PROP 4 CAMPAIGN. As it did in 2023 for Props 6, 7, & 8, the Texas Oil & Gas Association (TXOGA) is helping to organize a collaborative effort among a diverse group of the state’s largest associations and industries to promote and/or educate about Prop 4 on the November 4, 2025, general election ballot. Using consistent materials in branding and appearance is crucial in achieving clarity and amplifying efforts on ballot initiatives. These efforts are particularly important for Prop 4, as initial polling suggests soft support and the ballot language may give rise to questions from voters. Education about the importance of Prop 4 will be critical to securing passage.

- What it does: The measure (House Joint Resolution 7) would allocate the first $1 billion in state sales tax revenue each fiscal year, after revenue exceeds $46.5 billion, into the Texas Water Fund. The authority to make this allocation would end on August 31, 2047.
- Purpose: The funding would be used by the Texas Water Development Board for various projects, including:
- Fixing aging water pipes and infrastructure
- Developing new water supplies
- Implementing water conservation strategies
- Supporting flood mitigation
- Impact: If passed, the measure would provide a predictable and dedicated source of funding for Texas's long-term water needs without raising taxes. This is in response to the state's growing population and increasing strain on water resources.
